As a fedora-infra member, I want to have bodhi's packaging automated.

Acceptance Criteria

• packit.yml is added to the project
• once added, we can successfully create released rpms for bodhi
• https://src.fedoraproject.org/rpms/bodhi is updated by packit

This is blocked until packit can support monorepos.

Packit has basic support for monorepositories ready for some time: https://packit.dev/docs/configuration#packages
