fedimg tests require /etc/fedimg/fedimg-conf.toml to be present #149

Please make the tests not depend on the package being installed. Ideally, the package should also be functional without the files in /etc. See https://bugzilla.redhat.com/show_bug.cgi?id=1605672#c4.
