package dependencies not getting resolved

For a few days, I've noticed that build dependencies are no longer getting resolved. For example:

• https://koschei.fedoraproject.org/package/rust-ammonia?collection=f39
• https://koschei.fedoraproject.org/package/rust-ammonia?collection=f38
• https://koschei.fedoraproject.org/package/rust-zerocopy?collection=f39

This warning never goes away after turning "Skip resolution" on an off again to work around the dependency resolver race condition in koschei:

Package is currently ineligible for scheduling due to following reasons: Package dependencies were not resolved yet

This was resolved by vacuuming the DB or something.
