Namespace policy doesn't cover new package request #352

@ralphbean when testing things on stg, I could request fine a new package to be added to the modules namespace with more branches than just the master one

Don't let it be a blocker for getting a pkgdb release to prod. We'll fix it, but we won't be using it in prod for a very long time still.
