Add wiki link command #44

This commit adds a .wiki <page_name> command, which outputs the correct wiki link for a specified wiki page.

ex: <user>: .wiki Ambassadors <zodbot>: user: https://fedoraproject.org/wiki/Ambassadors

You could test this on a local supybot instance, not?

You could also remove that line from the TODO file. :)
