Outcomes

definition of base packages that go into the bootc base image layer
changes made to Fedora build infrastructure/tooling/configuration to produce base image layer
base image layer pushed to publicly available image registry

Depends on the completion of #16

We now build this as a part of the Fedora IoT compose as of F40, and it is automatically pushed to Quay.io and fedoraproject.org.
