ostree is moving to support unified core as the one true way to generate ostrees. We should migrate to that to ensure we consume the path most used as it makes support of the ostree components more straight forward.

User ostree unified core to build the FIoT ostrees
Describe alternatives you've considered
Remain on the current path but less groups are using the code paths so we may end up with other issues.
Additional context
Need to add various upstream trackers
