GitHub migration #28

Finish migration to Github:

Update bug reporting instructions in man pages.
Update upstream information in setup.py (java-devel mailing list should not be used as posting to it requires subscription).
Don't upload release tarballs to fedorahosted.org.

Do we need the make_release script at all? We'll use the GitHub created tarballs anyway.

When migrating XMvn, I uploaded all historical .tar.xz releases to Github and I plan to keep generating them because auto-generated tarballs are not stable - they can change over time. We may want to do the same for javapackages.
