We've seen in the past that snapshot tarballs could not be generated because we couldn't find a "good" commit in a given number of commits on the upstream LLVM branch.
We want to be able to manually kick off the aforementioned workflow and pass it the commit from https://github.com/llvm/llvm-project/ that we want to generate tarballs for.
