Discard obsolete epel6, add epel8 and epel9 #298

epel6, or the RHEL 6 based configuratoins, are obsolete. epel7 is about to be obsolete in a few months. The epel8 and epel9 should be added, with an epel6 discarded and epel7 ready for discard.
