Release 1.0.0 per Semantic Versioning #30

Since python ethtool has been available and in use in mostly the current state for several years, we should finalize the API (quite possibly keeping it the way it is) and release version 1.0.0 per Semantic Versioning.

python-ethtool is maintenance only now. releasing 1.0.0 would send a a wrong message
