Support multiple ways of tlp invocation

Label /usr/lib/systemd/system-sleep/tlp as tlp_exec_t. Create the tlp_filetrans_named_content() interface for managing the /run/tlp directory. Allow NetworkManager_t tlp_filetrans_named_content().
