Add logging_watch_all_log_dirs() and logging_watch_all_log_files() interfaces to watch all directories or files with the type matching the logfile attribute.

That failure is a recent kernel regression in F40/rawhide, unrelated to this PR. Sorry, this hits all the time now :cry: We are investigating it, but it's a complicated/nasty bug. In the meantime, I retried the test.
