The following use cases are supported now:

init_t (systemd) can create /var/lib/systemd/random-seed with correct context when only /var exists
syslogd_t (systemd-journal) can create /var/log/journal with correct context when only /var exists
systemd_tmpfiles_t can create /var/lib/rpm with correct context when only /var exists
