policycoreutils: Remove duplicate, empty translation files #24

New version of PR #23 that removes only files that are actually incorrect, and not every empty file.

policycoreutils carries many duplicate, empty translation files. They are a remnant of broken Transifex's system for managing translation codes. This commit removes them.

I'll apply the first patch. Could you please use git commit -s or add Signed-off-by: to commit message so I can forward it to upstream as well?

As for the second patch, I believe that we can drop Makefile.in* and POTFILES* completely. They seem to be a leftover from ancient times. I'll prepare a patch for upstream.
