Fedora 36 release anouncement and maintenance work #100

Hello

Created an Fedora 36 release announcement, changed download links to point Fedora 36, updated year in footer.

Commented out download button for ppc64le because I cannot find any working download link for that. If it exists, I would like to ask for help.

I will try to ask Dan Horak whether he knows anything about why ppc64le composes might be missing.

So it's on i.e. https://dl.fedoraproject.org/pub/fedora-secondary/releases/36/Silverblue/ppc64le/iso/Fedora-Silverblue-ostree-ppc64le-36-1.5.iso let me fix it.
