Update libraries used by client #301

Updating the libraries that are used.

There are associated changes to all the core plugins.

The uncompressed jQuery Migration Plugin is used. This will cause any other plugins that should be updated to still run properly and generate warnings, to help diagnose compatibility issues, on the browser console.
