add twins to static render #63

adding the twins placeholder to the page helps reduce the flicker on transition from static to dynamic views of the page.

also adding the header div wrapping the page title.

helps with fedwiki/wiki-client#39

I've not been able to test this for the simple reason that it has been a while since I've worked on the server and I don't seem to be able to get the right branch of the right repo with the right links to get it to serve.

I have read the commit and see no issues. I recommend you go ahead and merge to master. Thanks as always.

This change has now been published, as wiki-server@0.1.7

I have update my test OpenShift server with all the recent updates, see http://test-paul90.rhcloud.com/welcome-visitors.html
