FH-3745 - Remove the initlocal command #407

Motivation

It is not working;
The implementation shows requires files that no longer exists into the templates
The goal here shows just initialize the app locally which can be made by the grunt and is not required the use of FHC.

@camilamacedo86 Verified changes. Stuff works ok, but I still see pot files referencing this removed content so best to remove that as well. Plus worth rebase :P

@wtrocki Tks for the review. I used the command grunt popupload in order to update the .po files. please, could you check it now?
