Fh 4294 tags and release #160

This PR sets up the process for doing a development release of mcp and its dependencies. It also removes the confusing install directory so that we only have installer now.

The concept is to tag the repos and mcp with a consistent tag. Build a set of images with the same tag and push them to the feedhenry org. Then when using the ansible installer, a docker_hub_tag can be provided, this is consumed by the ansible service broker and will ensure all images used for apbs are installed from that passed tag.

Current issue: recently we stopped allowing pushing to feedhenry org, so it is unclear how we can tag and push a new image

The scripts did work. I images got pushed over to dockerhub:
