FH-4232 Change config to 3scale when it is integrated #172

@maleck13 @david-martin Would you mind taking a look? I tested it out with the CLI and it appears to be working as expected

@maleck13 Would you mind taking a look, it looks like the route is added before the headers and then the headers are added later. So sometimes the URI would be changed but with no headers. I've added to check for all three apicast parts to prevent this.

Edit: Ah I see you've also mentioned that in the review
