WebRTC camera support #71

Octoprint has recently merged support for WebRTC streams (https://github.com/OctoPrint/OctoPrint/pull/4225). It can be further implemented in octo4a by adding:

a WebRTC server (fastest way would be to run it in the bootstrap)
a WebRTC stream support in the camera server. Should be even easier than current mjpeg streamer, as everything is basically already handled by webrtc android SDK :)

This would vastly improve the performance and efficiency of camera server built-in octo4a.

@feelfreelinux i would like to ask if i can use an IP camera to monitor my printer through octoprint . If so what feature I should make suree that the IPcamera supports ?
