Remove all roles from OptimisticTimelock

MINTER ROLE Remove from: 'uniswapPCVDeposit' 'dpiUniswapPCVDeposit' 'optimisticMinter' MAYBE: 'collateralizationOracleKeeper'

PCV_CONTROLLER_ROLE: Remove From: 'raiPCVDripController'

Consider deprecating from PCV drip controllers and skimmers with a new arch (Fei sink?).

ORACLE_ADMIN_ROLE: Remove from: 'opsOptimisticTimelock'
