Prison Building

Like #15 make a compact building that can be a prison.:

• Resistance should naturally drop slowly over time
• Have a wardening job to allow the warden to interact maybe through the cell window to speed up lowering resistance and allow conversion.
• Potentially a job to allow sanguophage to bloodfeed from the prison as a whole
• Potentially a hard labour option which slowly produces chunks, like a version of the VE Outposts mining colony
• Should require food input
• Potentially an occasional breakout event
