Add default attachment category setting #9

There should be a setting for the default attachment category, just like there is one for the regular post category.

This of course should only appear in case the attachment_category taxonomy is registered.

In addition, this should be easily reusable by other attachment taxonomies, by passing an additional argument $has_default => true on registration.
