Touchbar disappears on editor focus

Touchbar seems to load on atom start, but then disappears on focus (click on window) or using the keyboard. This may have started as of 1.23, but I can't be sure.

Any tips on how to resolve?

Seeing the same thing through 1.25.0-beta2. Toggling the touch bar on works fine, but as soon as the editor focus changes the controls vanish.
