Fixed various issues preventing the unit tests from passing on Master

• Added departments to Buildings constructor in unit tests
• Added preferred travel mode to Directions call in unit tests.
• Changed the expected exception in an indoor directions test to accurately reflect the exception that is meant to be thrown
