Github Actions: use semver compatible dev package version name #61

I noticed that current main is failing due to this error:

Is this perhaps due to https://github.com/opengisch/qgis-plugin-ci/pull/251 ?

This PR includes a proposed fix, but there are likely many valid ways to fix this. Curious for your thoughts on the right approach @nyalldawson.

Seeing unexpected CI failures in the release workflows. @nyalldawson do you know if I caused these in my PR or if something else might have changed?

@springmeyer let me check what's happening upstream -- I thought this was a valid use of the plugin-ci workflow
