Federal Buyout Process #2

Tommi,

We’ve been asked by Mitigation in the JFO for a one page graphic/flow chart of the federal buyout process. Does this exist already? I tried to cut the language down as much as possible (see below versus attached). The attached visuals may be a good starting point though. Is this something that’s doable? It isn’t an immediate need, but something we think will be helpful in the near future to for each level of stakeholder better understand the (somewhat convoluted) buyout process.

Federal Buyouts: Step-by-Step

Keep in mind: this is a long-term effort, requiring multiple decision points at each step. The process may stop anytime.

Property Owner: experiences flood damage and is interested in selling their property to the government. • The first step: the property owner contacts the local municipality to discuss options

Local Government: considers the option and decides: • to purchase properties with local funds • to apply to the state for funds • to not acquire the property

State Government: if the local government makes a request for funds, the state considers the request and decides to: • apply to FEMA for the funds to purchase the property • identify funding from another source to complete the project • not grant funds for the action requested

Federal Government: If the state makes a request, FEMA accepts and reviews the application to ensure it meets requirements:

  1. Completeness
  2. Eligibility
  3. Technical feasibility
  4. Cost-effectiveness
  5. Compliance with environmental planning & historic preservation
  6. Local cost share is provided *FEMA ensures the necessary paperwork is included for each property in the application.

Final Steps: Coordination at All Levels
• FEMA provides the funding to the state, only if funding is available and the application is approved • The state awards the funds to the local government • The local government uses the funds to assist in purchasing the property from the homeowner
