Dockerfile #119

Adds a Dockerfile and docs to be able to use this on systems with a different python version from the one requested by the n26 package.

@femueller if you could enable the new docker-latest action as a PR check that would be great :pray:

@markusressel Was the goal here to also push the Docker image to DockerHub? From what I can see that's not the case yet.

No it was not. Since I don't have access to your account and also cannot change project settings, I only added the image itself to be used for testing.
