blockly demo doesn't always highlight a block

What steps will reproduce the problem?
1. try http://blockly-demo.appspot.com/static/apps/puzzle/index.html
2. get it to the state shown in the screenshot
3. Check Answers

What is the expected output? What do you see instead?

The prompt says 'highlighted block', but I don't see any highlighted block. 
Maybe it's my missing language setting that is supposed to be highlighted? Or 
one of the countries I haven't started yet?

What browser are you using?

There is no screenshot attached.  I'm unable to recreate based on this 
description.

The Brazilian flag is highlighted (granted, not obvious).  I've changed the 
highlighting to blink, rather than being static.  CL is in flight.
