Deviation from default config: kernel cmdline:amd_pstate=active , also happens on amd_pstate=passive, haven't verified on guided.
When I launch powertop the cpu frequency is set to a maximum of 400Mhz.
Basically it doesn't impact the setting in policy*/scaling_max_freq or any setting there.
Setting any of the options in the cpufreq policy is ignored.
