reload 2012-2014 LAR #13

reload 2012-2014 lAR data. it has loan_amount as integer, and it needs to be as character for consistency.

reloaded. field changed back to character. when summing the total value in sql, am now using sum(to_number(field,'99999')); had to do this, just for backwards compatibility.
