ensure sample FIs exist back in data #9

test to make sure the sample FI data exists back in time. check the TS and the panel (overkill) for the unique respondent_id and agency code of the selected FIs. check to make sure the name is consistent, or figure out the name change issues. this has no top holder analysis, i just want to make sure we have several years worth of data.

the initial run shows that there are rows for all of these sample agencies; there are a couple of issues, but there seems to be enough data to test; below are the basic results

closing this one; i have a small python script that can be changed to check multiple times about any changes (e.g. agency code over time), but i have enough information for the time being to make this work
