chore: upgrade `@electron/notarize` to v2

Description of Change

• remove redundant appBundleId and provide fallback for appleId and appleIdPassword in notarize.js
• replace ts-ignore with eslint-disable in notarize.js

Motivation and Context

Modernize the codebase

I checked https://github.com/electron/notarize/releases/tag/v2.0.0 and the documentation to make sure I do the correct changes.
