Description of Change

• delete dependabot.yml

Motivation and Context

Dependabot is very spammy, doesn't understand dependency upgrades in the context of a monorepo and which ones need to be done together etc. We also have a situation of a complex, outdated dependency graph which needs to be upgraded surgically.

I have already turned off dependabot in the GitHub settings a while ago, but seems its necessary to remove dependabot.yml to shut it off completely.
