Description of Change

Upgrade node to the latest LTS (20.11.0) and pnpm to the latest (8.14.1)

Also removed the elastic upgrade of pnpm since that is incompatible with the main repo. imo, keeping it elastic is beneficial to the developers, but can have unintended consequences if there are breaking changes introduced by the upstream maintainers.
