Update dev scripts #126

  1. Upgrade pnpm to 8.15.5
  2. Upgrade node to 20.12.0
  3. Upgrade recipes to latest version to remain in sync for points 1 and 2
  4. Upgrade some dependencies
  5. Use .python-version file to specify version of python so that tools like mise can be used to install that specific version

Note: Please test the application before merging the PR

The PR title seems to be wrong, because it also includes dependency upgrades apart from pnpm.

I have updated the PR title to reflect this
