chore: project maintenance #41

Changes

upgrade all dependencies to latest except for @mdi/js
add volta setup to package.json
update github actions to use actions/checkout v4
change ubuntu-latest to ubuntu-22.04 to avoid unexpected breaking changes
run pnpm postbuild to refresh sitemap-0.xml

Motivation

I left a handful of PR comments a while ago on https://github.com/ferdium/ferdium-website/pull/39 and now went over them

Also did other quick improvements that I found.
