Part of the ROOT6 and C++11/14 compiler modernization update project. This PR should also include a merge for the following Repos. This merger has been tested on the separate root6 branch and validated in the following pipeline job: https://dev.azure.com/FermiSpaceTelescope/Fermitools/_build/results?buildId=675&view=results
