Write time keywords in gtexpcube2 #64

At present the header of the binned exposure maps output by gtexpcube2 is minimal. This means the user must remember to what it applies. An important missing piece of information is the time range over which it was computed. Copying the DATE-OBS, DATE-END, TSTART, TSTOP and other time keywords from the input livetime cube would resolve this. It would also be useful to create an IRF keyword indicating which IRF was used to compute the binned exposure map.
