Data capture from low latency streams #5

Once the new board is installed, it will be important to log data inputs and all outputs. We would like the inputs to be low-latency (this will be associated with issues in other repositories, possibly). We need to properly format and store this data long-term.

This issue should also address the migration path for low-latency data to long-term storage.
