Update default CA files/paths #57

This PR updates the default CA files and paths on cigetcert to support more platforms out-of-the-box. This should be backwards-compatible with the current version.

Thanks @DrDaveD, I think a release now would be good, since it will enable pypi and conda packaging. I don't have any more changes I am very eager to make.

As for LIGO adoption, we are optimistic that this can replace our current solution (built on top of globus, I think), but I am not an expert in the myriad uses of X.509. Our use of debian has decreased somewhat recently, but there are still many users out there, so in the long term such packaging would be good I think. However, I am happy to put that together myself and maintain it, if you have more pressing things to be getting on with.
