Remove SL7 support from RPM build, CI #579

SL7 has been past EOL for a few months now. As such, we will stop creating releases for SL7. This will involve:

  1. Removing the SL7-checking code in the spec file in jobsub_lite_config.
  2. Removing the SL7 github action workflow.

(2) is done. (1) is waiting on the approval and merge of jobsub_lite_config:27.

Once (1) is finished, I'll update the config submodule commit in this repo, and then this will be done.
