Add FAQ menu/page to Spin documentation #672

The Cloud documentation has FAQ under the support menu. In Spin's case, we could add a top-level menu called FAQ, and inside that accordion will sit FAQ and Troubleshooting pages.

Relevant subsets also need to sit on the topic pages. For example, problems with Rust targets need to be mentioned on the Rust page: readers should not have to know to go to a separate troubleshooting page. I am not sure of a good way to coordinate a centralised page with topic subsets though...
