Local: "kill - operation not permitted" error after Ctrl+C

I got the local installer working but when I hit Ctrl+C it printed:

Shutting down services
./start.sh: line 17: kill: (3570) - Operation not permitted

then did nothing for what felt like a long time but was probably about 5-10 seconds before returning to the shell prompt.
