chore(go): Upgrade to IRv53 #5125

This upgrades the Go generators from v40 -> v53, which includes a large number of new features and breaking changes, all of which are outlined in this CHANGELOG.md.

The generator retains the same behavior as before - future commits will incorporate the changes introduced between these features (e.g. file upload with Content-Type overrides).
