Cell only join once the tissue #34

Does not accept the Welcome request twice, control if it is processing the Welcome request and if had already joined a Tissue

Added new filed ion the TissueManager onWelcomeProcess with getters and setters

The greetings payload not send Greetings if processing the Welcome request and Busy if already processing another request. It also checks if the cell is already member of a Tissue.
