Should processor priority move from ProcessorId to ProcProperties #3

This is really a property, does the supposed overhead of reading this processor property justify sticking it somewhere t doesn't really belong? this really part of the Id, if it is so are all the other properties.

Moved to properties as it's something that is defined by the user, not lmax which defines owns the processors.

Also renamed to stage as priority was too ambiguous is higher before or after lower
