Response as Event , Outcome as Motion #760

When a minister submits a response he is only able to submit the response text. 
However the response needs to have a richer set of metadata and information - 
much like an individual event document in Bungeni. 

Motions in Bungeni have outcomes which are recorded by the Clerk, but presently 
the outcome is no  more than as a state of the motion. However the outcome of 
the motion needs to have a richer set of metadata and information like an 
individual event document in Bungeni.
